Now in part 3, Ultra Girl once again comes to in a different room of The Evil Skulls lair. She has been tied on a large sitting contraption that looks like it was designed to tightly restrain her while dangling her Power Belt just out of her reach in front of her! She struggles hard to get free, and after a few futile moments, The Evil Skull enters. He gropes her as he brags about all of the heists he's pulling off with no one left to stop him. He reminisces about the hanging hogtie he left her in before and how he's surprised at how she can never quite manage to reach the Power Belt he always leaves dangling right in front of her.. She must really be helpless! He gags her as she is in the middle of her "never gonna get away with this.. bring him to justice.. yadda yadda" speech. She fights and struggles, squirming on her perch.. once again with that belt just out of her reach.
